Parking
The following definitions are applicable to the rules and regulations specified herein:
Approved Lessee: Tenant(s) of a unit owner who has filed with the CGCA on-site office a copy of a current lease fully conforming to the CGCA Rules and Regulations and paid move-in fee.
Approved Vehicles: Personal licensed/registered vehicles to include cars, vans, trucks and motorcycles/scooters/mopeds.
Assigned Parking Space: The numbered parking space assigned to a specific unit or resident.
BOD: The Chestnut Grove Condominium Unit Owner’s Association Board of Directors.
CGCA: Chestnut Grove Condominium Association.
CGCA On-site Office: The office maintained for the BOD, its managing agent and maintenance of condominium records. Located at the side of building 11252.
CGC Parking Lot: Chestnut Grove Condominium parking area surrounding the condominium development including assigned parking spaces, visitor parking spaces, motorcycle parking spaces and all mandatory tow away zones.
CGCA Parking Permit: A valid CGCA decal or hangtag affixed to an approved vehicle which authorizes a resident or visitor to park on the CGC parking lot. A CGCA parking permit is required on all vehicles parked in an assigned space at any time or parked in a visitor space between midnight and 7am.
Commercial Vehicles: Any vehicle which displays or has affixed the name of a commercial enterprise, any vehicle that displays commercial or truck tags, any vehicle exceeding a GCWR of 7500 pounds, or any vehicle that is enabled to handle any type of equipment (ladders, etc.) This includes taxi cabs or vehicles displaying taxi plates. Exception: Any law enforcement vehicle is allowed to be kept on the property at any time.
Decal: Parking permit sticker for registered vehicles.
Disabled Vehicle: Any vehicle that is unable to be driven under its own power or has been abandoned. This includes vehicles with expired tags and/or stickers required by the County or State.
Hangtag: The plastic parking permit issued for the use of resident’s visitors. The hangtag cannot be used on registered vehicles. All units are not guaranteed a hangtag.
Illegal Vehicle: Any vehicle which does not display the CGCA parking permit and any required State or County permits, tags or stickers. This includes license plates, registration and inspection.
Mandatory Tow-Away Zones: Any area designated as a fire lane by the Fairfax County Fire Marshall, indicated by yellow curbs and/or signs.
Unapproved Vehicle: Vehicles over two and one-half tons, boats or other watercraft, boat trailers, campers, trailers, commercial vehicles (see definition 9), buses, motor homes or taxi cabs.
Visitor Parking Space: Any parking space marked “Visitor” that is not numbered or reserved.
Parking Permits
Parking permits shall be issued to approved vehicles upon receipt of the completed Resident Information Form and parking application fee if applicable. The on-site office must also have on file the settlement sheet or conforming lease and move-in fee. In addition, the unit owner’s account must be current. CGC parking permits must be renewed twice a year on May 1 and November 1.
Only parking decals and hangtags issued by the CGCA are valid. Facsimile or counterfeit decals are not valid and any vehicle displaying such decals or hangtags will be subject to towing at the sole risk and expense of the owner of the vehicle. Such decals will be confiscated and all parking privileges may be revoked.
Any CGCA parking decals/hangtags which are altered or defaced shall be declared invalid and any vehicle on which they are displayed shall be subject to towing at the sole risk and expense of the owner of the vehicle. Such decals will be confiscated and all parking privileges may be revoked.
Any unit owner’s revocation of parking privileges for whatever reason extends to any tenants, roommates and visitors.
Parking decals are not transferable between vehicles, unit owners or unit tenants.
Only one visitor hang tag will be issued to an applying Unit (if applicable) during each parking cycle. If the hang tag is lost or stolen, it will not be replaced. Lending the hang tag for the use of another Unit is strictly prohibited and may result in the loss of parking privileges for both Units.
Chestnut Grove Parking Lot
Parking in the CGC parking lot is considered by law to be a privilege, not a right of ownership. In order to park legally on the property, the unit owner must have a settlement sheet or conforming lease on file, paid the move-in fee and parking fee where applicable and be current on their account. The resident must also have a completed Resident Information Form on file with any necessary documentation. A valid CGCA parking permit must also be displayed on the vehicle. A list of delinquent account owners may be given by the managing agent or BOD to the contracted towing company for removal from the CGC parking lot. In addition, the Resident Information Form and all required documentation must be turned in to the on-site office.
There are 371 parking spaces – 226 assigned/visitor spaces, 1 space for the grounds man or managing agent and 6 spaces exclusively for motorcycle/scooter/mopeds. 36 of the spaces are parallel spots and are permitted by the Fairfax County Fire Marshall on the condition that traffic flows one-way around the parking lot.
Neither the BOD, Association nor managing agent shall be liable for any lack of availability of spaces, assigned or visitor, in the CGC parking lot. Liability for damage to any vehicle is the vehicle owner’s sole responsibility.
Authorization for towing is awarded to the resident rightfully assigned and permitted to the numbered parking space where an unauthorized vehicle is parked. The contracted towing company is authorized to patrol and to tow illegally parked vehicles. Towing is at the sole risk and expense of the owner of the vehicle
Only emergency start-up, emergency battery replacement or emergency tire change may be performed on the CGC parking lot. All other vehicle repair is prohibited on the property. No vehicle shall be placed on blocks or jacks for any amount of time.
Vehicles may be washed only at the designated area behind the swimming pool, provided the vehicle being washed is owned/leased to a resident and displays a current decal. Interior cleaning, as long as no water is used, may be done in the assigned or visitor parking spaces.
Each resident must provide their own hose in good working condition. All debris, trash, hoses and any other item used on washing of vehicles shall be removed with the vehicle or placed in the trash receptacle.
Only audio devices using earphones may be played in this area. Honking of horns, revving of engines or anything else causing excess noise is prohibited.
The BOD or managing agent reserves the right to use the designated washing area for Association business and may, without notice, close the designated area at any time.
Double parking or any other disruption to the traffic flow is prohibited, either by residents, visitors or by commercial or other service vehicles on the job. Any vehicle impeding the traffic flow is subject to towing at the sole risk and expense of the owner of the vehicle.
Honking of any vehicle horn is prohibited between the hours of 8pm and 9am.
The BOD may tow any vehicle parked on any portion of the property not specifically designed for parking. This includes fire lanes, sidewalks, any portion of the lawns and entryway into and out of the property. Towing is at the sole risk and expense of the owner of the vehicle.
No vehicle shall be left unattended with the motor running.
Any vehicle leaking gasoline, oil, antifreeze or any other fluid must be repaired within 48 hours by the owner of the vehicle or it shall be subject to towing at the sole risk and expense of the owner of the vehicle.
No vehicle, whether resident, visitor or otherwise, shall be parked in the fire lane for any amount of time. The fire lane is clearly marked by a chain and yellow striping. The fire lane chain may not be removed at any time other than by emergency personnel.
Assigned Parking Spaces
Each unit will be assigned one parking space, provided the requirements for assignment have been met (see Parking Permits, number 1).
Each unit can is allowed up to two (2) parking decals for a maximum of two decals per unit, but no more than one decal per licensed driver. In other words, each licensed driver is allowed one parking decal for their registered vehicle, with no unit having more than two decals. Each unit is allowed one hangtag, regardless of the number of licensed drivers living in that unit. The BOD or managing agent reserves the right to request copies of vehicle registration and driver’s licenses.
Vehicles must be registered to a resident that is listed on the Resident Information Form and on the conforming lease if applicable. Company vehicles must have expressed written permission of the BOD.
Assignment of a parking space does not convey ownership of the space. The CGC parking lot is considered part of the Common Elements. The conditions of assignment are:
Assignee must be a resident.
Unit accounts cannot be in delinquent status.
Resident must complete the required Resident Information Form to be maintained at the CGCA on-site office, along with the owner’s settlement form or lease fully conforming to the requirements of the CGCA Rules and Regulations.
The vehicle(s) must be approved vehicles.
Residents may not park in the marked visitor spaces, leaving their assigned space vacant for any length of time. The BOD can order the assigned space of repeat violators to be converted into a visitor parking space at any time.
Every approved vehicle in an assigned parking space must display a current and valid parking permit (decal or hangtag). The decal/hangtag number must correspond to the number of the assigned space.
The CGCA parking decal must be displayed on the rear window making it clearly visible. Old decals must be removed at the issuance of new decals.
Mopeds/scooters/mopeds can only be parked in the motorcycle spaces located adjacent to the tot lot:
If the motorcycle/scooter/moped is the only registered vehicle for the unit, it may be parked in the unit’s assigned parking space. This requires the express written approval from the BOD because it must be noted on the towing company’s contract.
All motorcycles/scooters/mopeds must be registered, but are not required to display a decal.
Motorcycles/scooters/mopeds of residents may not be parked in visitor parking for any length of time. Guest or visitor motorcycles/scooters/mopeds must use the motorcycle spaces if they are parked on the property for a period longer than twelve (12) hours.
CGCA parking decals/hangtags are the property of the Chestnut Grove Condominium Association and as such must be surrendered upon vacating the premises. CGCA parking permits are non-transferable and any non-registered vehicle displaying a CGCA decal will be towed at the sole risk and expense of the owner of the vehicle.
The resident is responsible for notifying the CGCA on-site office of any changes in vehicle status as it was recorded on the Resident Information Form. This applies to the acquisition, disposal, change of plates, etc. of vehicle displaying a current CGCA parking permit.
One assigned CGCA hangtag may be made available to the resident at no charge. It is designed to hang from the rearview mirror.
The hangtag must be used whenever a visitor, rental car or new vehicle is parked in the assigned parking space.
The hangtag must be used whenever a visitor, rental car or new vehicle is parked in the marked visitor spaces between the hours of midnight and 7am.
Each unit will be issued only one hangtag. If the hangtag is lost or stolen, it cannot be replaced until the next round of parking. Hangtags shall be passed on to new tenants or owners.
Residents requiring temporary parking permits for guest must submit a written request with 48 hours notice to the on-site office. Requests must include the unit number, make and model of the vehicle, license plate state and number and dates needed. Temporary parking permits will only be issued of the owner’s account is current. No more than two (2) temporary parking permits can be issued per unit at the same time. The BOD may limit the number of temporary parking permits for any resident that repeatedly requests them.
The hangtag may not be used on the same vehicle for a period of more than thirty (30) days in the six month Spring or Fall parking cycle. At that time, the vehicle must have received a permanent CGCA parking permit or be removed from the property.
Use of the hangtag for the purpose of keeping more resident vehicles than allowed on the property is grounds for loss of all parking privileges.
Snow is not an acceptable reason for violation of the rules governing assigned parking spaces.
Any vehicle parked beyond the boundaries of a parking space so as to trespass on the adjoining space will be subject to towing at the sole risk and expense of the owner of the vehicle.
Any vehicle which has tinted windows or non-glass windows (such as a Jeep), may display their decal on the windshield.
All decals must be affixed to the window as designed and may not be taped or otherwise displayed.
Visitor Parking Spaces
Visitor parking spaces are available on a first-come basis.
Any vehicle in a visitor parking space must display a current CGCA parking permit between midnight and 7am.
Commercial vehicles will have access to visitor parking spaces for the period of time required to complete the transaction or service required. The resident is responsible for informing the contractor of the CGCA Parking Rules. The contractor’s vehicle is subject to towing if they park in an assigned parking space.
Unapproved vehicles, disabled vehicles and illegal vehicles are prohibited form parking in a visitor parking space and will be subject to towing at the sole risk and expense of the owner of the vehicle.
Motorcycles/scooters/mopeds are not permitted to park in a visitor parking space.
Snow is not an acceptable reason for violation of the rules governing assigned parking spaces.
Miscellaneous
CGCA has given written permission to the Fairfax County Police Department to come on the property for the reason of inspecting all vehicles. Any vehicle not displaying current state inspection and registration is subject to ticketing or towing at the FCPD discretion.
CGCA has a contract with a professional towing company to tow any vehicle not displaying the current CGCA parking decal or hangtag. The contracted towing company will randomly check vehicles seven (7) days a week between midnight and 7am. Any towing at the sole risk and expense of the owner of the vehicle. Contact information for the towing company can be found on signs at the entrance to the property.
The one-way rule is by order of the Fairfax County Fire Marshall. CGCA was given permission to add 36 parallel parking spaces if the CGC parking lot traffic flow was limited to one-way. Fairfax County Police can ticket violators and they expect the BOD to enforce the rule. All violators (unit owners if the violator is a tenant) will be called to a hearing before the BOD.
Violation Enforcement
Violation of any of the CGCA Parking Rules and Regulations contained herein will result in the towing of the vehicle from the CGC Parking Lot, by the contracted towing company at the vehicle owner’s sole risk and expense, and/or a hearing before the CGCA BOD. The results of a hearing before the CGCA BOD may result in the loss of all parking privileges.
Any vehicles parked on the CGC lot deemed by the CGCA BOD or managing agent per these rules and regulations as illegal, disabled or unapproved will be subject to towing at the sole risk and expense of the owner of the vehicle.
It is the responsibility of unit owners to provide their tenants with the CGCA Parking Rules and Regulations, as well as Resident Information Forms at the time of the lease signing. Any new residents are expected to have requested parking decals prior to moving in. Failure of unit owners to keep their accounts current will result in their tenant’s loss of parking privileges.
Exceptions to the CGCA Parking Rules and Regulations and appeals of any action taken as a result of any violations must be submitted in writing to the BOD via email or hand delivery to the onsite office.
Covenant violations or violations of the CGCA governing documents, including the CGCA Rules and Regulations, can result in the loss of parking privileges after a hearing has been held in accordance with the Virginia Condominium Act and the CGCA due process procedures.
Adopted September 14, 2006. These Parking Rules and Regulations go into effect October 15, 2006.
Pool Rules & Regulations
The following rules and regulations are for the benefit and protection of residents and their guests to assure the safe and sanitary operation of the pool facilities. Your cooperation and observance will assure pleasant and enjoyable recreation.
- All persons using the pool or pool area do so at their own risk. The Chestnut Grove Condominium Association (CGCA) assumes no responsibility for any accident or injury in connection with such use, or for any loss or damage to personal property.
- Persons using the pool area agree not to hold CGCA or pool management liable for any actions of whatever nature occurring within the pool area. Residents will be responsible for the actions of their children, other household members and guests.
- Persons using the pool area must comply with all rules and regulations promulgated by the City, County and State Health Officers. Admission will be denied to persons with skin abrasions, colds, inflamed eyes or any infection and to any person wearing a bandage.
- Pool passes are not transferable. They must be deposited with the attendant upon entering the pool and picked up upon departure. The pool passes may be revoked for any reason of misconduct or non-compliance of the rules and regulations as determined by the pool management, community management or the CGCA Board of Directors. If the pool pass is lost, a duplicate may be issued at a charge of $10.00 upon submission of a written request to the Board of Directors. No one will be admitted to the pool area without a valid pool pass.
- The pool may be closed at any time, without notice, due to weather, breakdown of equipment or other operational defects.
- Proper swimming attire must be worn to enter the pool. Infants must have tight fitting rubber pants without diapers.
- No person with street shoes will be allowed on the pool deck.
- Clowning or stunt diving is not permitted. Running on the pool deck, unnecessary roughness, horseplay, ball playing and other undue disturbances are strictly prohibited.
- Tubes, water wings, appropriate pool play equipment, etc. must be cleared by the lifeguard. Play equipment must be removed promptly upon request.
- Children under twelve (12) years of age must be accompanied by and adult (18 years of age or older) when admitted to the pool area and must remain with that adult during the entire time they are in the pool area. Children between the ages of twelve (12) and fourteen (14) will be required to pass a swimming test in order to attend the pool unaccompanied by an adult.
- The use of profane language or breaches of the peace will not be tolerated. Pool management, community management or the CGCA Board of Directors reserves the right to refuse entry or deny pool privileges to anyone at their sole discretion.
- Guests will be limited to four (4) per Unit per day. Adult Unit residents adult (18 years of age or older) must sign in their guests. Guests may be asked to vacate the pool due to over-crowding.
- Wheeled vehicles or pets of any type are not permitted in the pool area.
- Glass containers of any type are not permitted in the pool area.
- Alcoholic beverages may not be brought into the pool area. Food and drink may be consumed in designated areas only.
- Papers, cigarettes, cigars and refuse must be deposited in the proper receptacles.

Move-In Instructions
Prior to move-in you must:
- Provide a copy of a settlement sheet showing ownership or conforming lease listing all occupants of the unit along with the completed resident information form. Refer to the CGCA Rules and Regulations for clarification on a conforming lease.
- Sumbit necessary documents and payment to the onsite office in building 11252 (side entrance).
- Please make all checks payable to CGCA (Chestnut Grove Condominium Association). Cash is not accepted and your application will be returned.
- Please provide the requested information and payment a few days prior to your move-in. the office is unstaffed (volunteer-driven) so that parking can be issued prior to move in. parking permits will take up to 48 business hours to process.
- Upon receipt of all the necessary documents and payment, parking permit(s) will be hand delivered to the requesting unit.
If you would like to obtain a storage room key, please pay $25.00 with a separate check to CGCA. This fee is refundable upon return of the key to the on-site office. Be sure to read the rules regarding the storage room.
If you do not have the appropriate parking permit or up-to-date vehicle tags and inspection, you should not park on the property as you are subject to towing. This includes obtaining Virginia plates within 60 days of moving in state as required by Virginia state law.
All accounts must be current in payment of condominium fees in order to receive parking permits.
